Speaker Devraj Ghimire said the proposal for its passage was tabled in yesterday’s session but could not move forward due to a lack of quorum. He also mentioned that a bill related to ships, which was planned for discussion, was removed from the agenda.
During the special hour, Nepali Congress lawmaker Sita Mijar said Dalit and underprivileged communities are among the hardest hit by natural disasters, and many are still unable to exercise the rights guaranteed by the constitution.
