24 Casinos Operating Across Nepal, Government Introduces Stricter Rules

There are currently 24 casinos operating in Nepal, according to the Department of Tourism. These casinos have been renewed for the fiscal year 2082/83 (2025/26) and are mostly based in five-star and other hotel premises across the country.

Some notable casino locations include:

  • Malla Hotel (Lainchaur) – Belbiz Nepal Pvt. Ltd.
  • Marriott Hotel – Deltin Nepal Pvt. Ltd.
  • Solti Hotel – Mahjong Entertainment
  • Aloft Hotel – Waldo Dynasty Entertainment
  • Hotel Mechi Crown (Jhapa) – Vegas Recreation
  • Hotel Tiger One (Rupandehi) – Royal Tiger Recreation
  • …and many more across Nepal in areas like Bhairahawa, Nepalgunj, Pokhara, Biratnagar, and Parsa.

New Government Rules for Casinos

The government has recently introduced new regulations to manage and control casino operations more strictly:

Location Rules

  • Casinos cannot be opened within 5 km of an international border unless they meet strict security standards.
  • Investors must submit a detailed security plan and get a district security committee recommendation.

Security Requirements

  • At least 20 trained security personnel must be stationed at each casino.
  • Existing casinos must meet these standards by Chaitra 2083 (April 2027).

Financial Requirements

  • Capital requirement for large casinos: NPR 30 crore
  • For small casinos (those with gaming machines): NPR 20 crore
  • Existing casinos must fulfill capital requirements by the end of Chaitra 2085 (April 2029).

Operational Rules

  • Casinos must be inside 4-star or higher hotels, with written permission from the hotel management.
  • Only one casino per hotel/resort is allowed.
  • Must install CCTV with footage stored for 6 months, fire safety systems with at least 40 HP capacity, and anti-fraud systems.
  • Must not allow immoral or criminal activities.
  • Casinos must promote Nepali food and cannot allow Nepali citizens to gamble.

Employment & Fees

  • Large casinos must employ at least 150 people, small casinos at least 50.
  • License fees:
    • Large casino: NPR 15 lakh
    • Small casino: NPR 10 lakh
  • Renewal fees:
    • Large casino: NPR 1.5 crore
    • Small casino: NPR 75 lakh
  • Loan or credit-based gambling is not allowed.

These rules aim to make casinos safer, more accountable, and better regulated while preventing illegal or unethical activities.
